The largest single facility covered by the regulations is the Lawrence Berkeley Laboratory with 4, employees. There will have to be a contractor responsible for operating the facility, and arranging for the recycling and disposal of the material collected. The tank must be monitored for leaks and built such that a leak from the primary container into the secondary container will be detected.
